Trump\u2019s Ultimatum Is Losing Leverage<\/h2>\n

Last week, Trump canceled a planned signing ceremony and said he would withhold his signature until Congress approved the SAVE America Act, a Republican-backed election measure requiring documentary proof of citizenship to register to vote in federal elections.<\/p>\n

But that strategy appeared to weaken this week after Trump acknowledged the legislation is \u201cprobably not going to happen\u201d in the Senate because Senate Majority Leader John Thune and constitutional-conservative lawmakers have raised concerns about federalizing local election standards.<\/p>\n

That leaves the president attempting to delay a bipartisan housing package over legislation he has publicly conceded lacks a viable path to becoming law.<\/p>\n

After speaking with Trump over several days, Johnson said the bill would be formally transmitted to the White House and expressed confidence it would ultimately become law.<\/p>\n

Once the legislation is formally presented to the president, the Constitution gives Trump 10 days, excluding Sundays, to act.<\/p>\n

He can sign the bill into law or veto it. Congress could attempt to override a veto with a two-thirds majority in both chambers\u2014a threshold supporters believe may be achievable given the bill\u2019s overwhelming bipartisan support.<\/p>\n

If Trump neither signs nor vetoes the legislation while Congress remains in session, it automatically becomes law at the end of the constitutional review period. \u201cMy understanding is that there are enough votes and bipartisan support to get this passed even if there was a presidential veto, and maybe it won\u2019t come to that,\u201d Daryl Fairweather, chief economist at Redfin, told <\/span>Newsweek<\/em>.<\/span><\/p>\n<\/div>\n<\/div>\n

\u201cI\u2019m still optimistic that this bill will pass, but even after it does pass, it\u2019s not like housing is gonna automatically become affordable overnight,\u201d she added.<\/p>\n

\u201cBuilders right now are in a construction recession. They\u2019re up against high interest rates, which makes it more expensive for them to borrow in order to build in the first place,\u201d Fairweather said.\u00a0\u201cThey\u2019re up against high mortgage rates, which significantly reduces the demand for their housing once it\u2019s actually built. They\u2019re also dealing with a lack of construction labor, which is exacerbated by the current immigration policy, high cost of land, high cost materials, exacerbated tariffs.<\/p>\n

\u201cAnd there is a natural cycle to the housing market, which means even if we do everything right, we have a tendency to underbuild because you build a lot during boom times, and then the builders completely back off when things are in a downturn,\u201d she said.<\/p>\n

\u201cSo there is reason for even more government intervention in the housing market if we truly wanted to make it affordable for everyone.\u201d<\/p>\n

Housing Affordability Continues to Outrank Election Issues<\/h2>\n

Recent polling suggests Americans remain far more focused on housing costs and the broader cost of living than on election policy.<\/p>\n

A Housing Narrative Lab\/Voss Research national survey released on June 30 found that 78 percent of respondents support policies that would increase the supply of housing affordable to low- and middle-income households, with backing spanning Democrats, Republicans and independents.<\/p>\n

Similarly, Redfin\u2019s national housing sentiment survey, published this week, found that 77 percent of Americans believe governments should pursue policies that make homeownership more affordable, underscoring broad public concern about housing costs.<\/p>\n

Gallup\u2019s May 2026 \u201cMost Important Problem\u201d survey paints a similar picture. The poll found that 15 percent of Americans identified the high cost of living as the nation\u2019s biggest problem, while 13 percent cited the economy. By comparison, only 2 percent named elections, election reform or democracy as the country\u2019s most pressing issue.<\/p>\n

Housing costs also rank among Americans\u2019 leading personal financial concerns. In Gallup\u2019s Economy and Personal Finance survey, conducted April 1\u201315, 2026, respondents identified housing costs as their second-largest financial worry (13 percent), behind only the overall cost of living (31 percent) and tied with gasoline and energy prices.<\/p>\n

\u201cI think that housing is one of these issues that cuts across party lines,\u201d Fairweather said.<\/p>\n

\u201cThe way people feel about housing is not left or right, it usually falls into the category of NIMBY, which is \u2018not in my backyard\u2019\u2014meaning you\u2019re just against building new housing in general, especially when it\u2019s in your local area,\u201d she said.<\/p>\n

\u201cThe people who have been advocating for more housing recognize that the fundamental problem in the housing market is a lack of supply, and that\u2019s what this bill addresses. It addresses the supply problems. It\u2019s not a quick fix, but it is what is necessary in order for us to get to a healthier housing market.\u201d<\/p>\n

A Generational Divide in Homeownership<\/h2>\n

The squeeze is particularly acute for younger Americans trying to enter the housing market. A Pew Research Center survey found that nearly nine in 10 adults under 40 (89 percent) believe it is harder to buy a home today than it was for their parents\u2019 generation.<\/p>\n

That perception aligns with long-term economic data. Over the past five decades, home prices have risen far faster than incomes. Median home values increased from roughly $154,100 in 1975 to $350,000 in 2024, while median household income rose from about $62,900 to $100,900 over the same period.<\/p>\n

More recent trends show the gap widening further. Between 2019 and 2024 alone, inflation-adjusted home values rose by roughly 30 percent, while household incomes for those under 40 increased by only 9 percent, according to Pew data.<\/p>\n

A separate Harvard Joint Center for Housing Studies analysis estimates that 43.5 million U.S. households are now cost-burdened, meaning they spend more than 30 percent of their income on housing.<\/p>\n

Public Opinion and Political Tension<\/h2>\n

Even as the housing affordability crisis deepens, debate in Washington has increasingly centered on election policy. Yet polling suggests that issue does not command the same level of urgency among voters.<\/p>\n

A survey by the Global Project Against Hate and Extremism found that only 26 percent of Americans are very confident in the fairness of U.S. elections, with 44 percent expressing little or no confidence. Views on election integrity also remain sharply divided along party lines.<\/p>\n

However, those concerns still rank behind economic issues in most national polling, and support for expanding housing supply cuts across partisan divisions.<\/p>\n

A separate AP-NORC poll tied to the America 250 survey found that 62 percent of Americans view the right to vote as central to national identity. But it also highlighted a broader reality: economic concerns, particularly housing and cost-of-living pressures, continue to dominate voters\u2019 priorities heading into a politically charged election cycle.<\/p>\n

The Political Disconnect<\/h2>\n

The contrast between Washington\u2019s legislative priorities and voter concerns underscores the broader tension at the heart of the current standoff.<\/p>\n

On one side, Trump has elevated the SAVE America Act as a defining political demand. On the other, Congress has advanced a bipartisan housing package aimed at addressing a crisis that polling consistently shows is more immediate for most Americans.<\/p>\n

With the ROAD to Housing Act now nearing potential enactment and the election bill facing resistance in the Senate, the political leverage underpinning the stalemate appears increasingly uneven.<\/p>\n
